Female: Head width is 1.5 times greater than head length. The vertex behind the posterior ocelli is not abruptly angled, lacking a transverse ridge. The temples are wide, with their width approximately equal to the width of the compound eye. The frons above the antennal scrobes is not concave and lacks transverse striations. The head surface is mostly smooth and shiny. The posterior ocelli are located a distance from the edge of the compound eye that is greater than twice the distance between the posterior and anterior ocelli. The compound eyes are small, oval-shaped, and longer than they are wide (11:7). The length of the compound eye exceeds the length of the gena. The gena near the base of the mandible have fan-shaped striations. The antennae are 12-segmented and clavate (club-shaped). The scape is 7 times longer than wide and 9 times longer than the radicle, and 4.5 times longer than antennal segment 2. Antennal segments 2 and 3 are equal in length. Antennal segments 4-6 gradually shorten, and segments 5 and 6 are as long as they are wide. The antennal club has 6 segments; the total length of the club segments is less than the length of the scape, but 3.4 times longer than their greatest width.
The thorax is as wide as it is long. The mesoscutum lacks a median groove and has unevenly distributed punctate (small, pit-like) sculpture. The scutellum is rounded posteriorly, without striations, and mostly smooth and shiny. The metanotum is narrow, with a triangular spine in the middle. The forewing is 2.5-2.8 times longer than it is wide; the postmarginal vein is reduced, and the marginal vein is approximately 4 times longer than the stigmal vein. The hindwing is normally narrow.
The abdomen is longer than it is wide. The first and second tergites are nearly equal in length. The length of the third tergite is equal to the combined length of the first two tergites. The remaining tergites are short and gradually narrow. The first and second tergites have longitudinal striations. The remaining tergites are smooth and shiny.
The body is black. The mandibles are yellowish-brown. The antennae are black from segment 2 onward, with the scape brown and the radicle yellowish-brown. The wing veins are brown. The coxae are dark brown, and the remaining leg segments are yellow. The first abdominal segment is dark brown, and the remaining abdominal segments are black.
Male: Unknown.
Size:
The body is approximately 1 mm long.
Remarks: This species is closely related to T. outenes Kozlov et Le, but they are distinguished by the ratio of the distance between the posterior ocelli and the edge of the compound eye compared to the distance between the anterior and posterior ocelli, the ratio of the antennal segments, and the color of the antennae and legs.
