Female: Head transverse, 2.5 times wider than long, broader than the thorax. Vertex behind the posterior ocelli not abruptly angled, without sharp transverse ridges. Posterior ocelli adjacent to the compound eyes. Frons above the antennal sockets not concave; the area between the antennal sockets and the margin of the compound eye not convex, without transverse striae, and mostly smooth and shiny. Vertex and frons near the margin of the compound eye with fine granulose sculpture.
At 56x magnification, compound eyes with short hairs. Antennae 10-segmented, clavate (club-shaped). Scape (first antennal segment) more than 4.5 times longer than wide, longer than the second antennal segment. Second antennal segment longer than the third; fourth and fifth antennal segments short and small. Antennal club 5-segmented, with the total length of the club segments exceeding the length of the scape. The width of the antennal club is 1.5 times greater than the width of the scape.
Thorax as long as wide, shorter than the length of the abdomen. Mesoscutum without a medial groove. Sculpture on the mesoscutum and scutellum similar to the sculpture on the vertex. Forewings 2.4 times longer than wide and 2.4 times longer than the width of the thorax. Postmarginal vein of the forewing 1.6 times longer than the stigmal vein.
Abdomen 1.5 times longer than wide. First abdominal tergite short, only half the length of the second tergite. Subsequent tergites gradually shorter. First tergite and the basal portion of the second tergite with longitudinal striation, the remaining portion of the second tergite smooth and shiny.
Body black. Antennae mostly black. Legs (excluding black coxae) are a dark yellow.
Male: Similar to the female in shape and color. Antennae 12-segmented, without a club; scape dark yellow, subsequent antennal segments gradually darkening, with the terminal segments black.
Measurements: Body length 0.81 mm.
Ecology: Parasitic in the eggs of rice-damaging Cnidocampa caterpillars.
Distribution: Vietnam: Hanoi, Ha Tay, Ha Bac, Gia Lai.
