Female:
- Head: Width 1.7 times greater than length, wider than the thorax. Vertex posterior to ocelli not abruptly bent, lacking a transverse ridge. Posterior ocelli located close to the compound eyes, the distance between them smaller than the diameter of an ocellus. Temporal area wide, its width less than the width of the compound eye. Frons above antennal scrobes not concave, without transverse striations, almost smooth. Area between antennal scrobes and compound eye not protruding, near the compound eye with small, fine granular striations. Compound eye ovate, length greater than width (14:10). The distance between the two compound eyes is less than the width of one eye.
- At 56x magnification, compound eyes possess short hairs.
- Cheek shorter than the length of the compound eye.
- Vertex and cheeks with small granular striations.
- Antenna: 11-segmented, clavate (club-shaped). Scape (first antennal segment) longer than its width and 4 times the length of the radicle (the stem-like base of the antenna), approximately 3 times longer than the second antennal segment. Second antennal segment longer than the third. Fourth antennal segment shorter than the third and longer than the fifth. Sixth antennal segment shorter than the fifth and longer than its width. Clava (club-shaped end of antenna) 5-segmented, the total length of the claval segments is 3 times greater than their greatest width and longer than the scape.
- Thorax: Length slightly greater than width. Mesoscutum (middle dorsal plate of the thorax) without a median longitudinal furrow, with small granular striations. Scutellum (small plate behind the mesoscutum) with striations similar to those on the mesoscutum, but fainter, with a smooth area in the middle. Forewing: Length 3 times greater than width, postmarginal vein about 1.8 times longer than the stigmal vein, marginal vein long, its length less than 1.5 times the length of the stigmal vein.
- Abdomen: Length 1.9 times greater than width, narrower than the thorax. First tergite (dorsal plate) of the abdomen 2.5 times longer than its length, its length equals 1/3 of the length of the second tergite. The second tergite is nearly as wide as long. The remaining tergites are very short and narrow. Ovipositor (egg-laying structure) not exposed externally. On the base of the first and second tergites with short longitudinal striations, the remaining part smooth.
- Coloration: Body black. Last 4 antennal segments black. The remaining antennal segments yellow. Wings transparent, wing veins pale brown. Coxae (basal segments of the legs) black, remaining leg segments yellow.
Male and Host: Unknown.
Size: Body length 0.8 mm.
Distribution: Vietnam: Hoa Binh.
Type Material: 2 females (holotype and paratype), Hoa Binh (Mai Chau, Van Mai), 4/6/1982 (Le Xuan Hue).
