Description:

Female: Head width is 1.5 times greater than its length. The vertex behind the ocelli does not have an abrupt bend and lacks a sharp transverse ridge (unlike Telenomus growdeyi Crawford: Nixon, 1935). The compound eyes and ocelli are wide. The frons above the antennal scrobes is slightly concave with small granular striations. The posterior ocelli are close to the edge of the compound eyes, with the distance between them being less than the diameter of an ocellus. Compound eyes are small, oval-shaped, and slightly rounded, with the length slightly greater than the width (8:6). At a magnification of 56x, the eyes have short hairs. The length of the compound eye is equal to the length of the gena; the gena near the compound eye has small granular striations. Antennae are 11-segmented and clavate. The scape is four times longer than wide and three times longer than the second antennal segment. Antennal segments 3-5 gradually decrease in length. The 6th antennal segment is the smallest, with length and width being nearly equal. The antennal club has 5 segments; the total length of the club segments is approximately three times greater than their greatest width and nearly equal to the length of the scape.

The thorax is longer than wide, its width is greater than the width of the abdomen, but its length is only half that of the abdomen. The mesoscutum lacks a median longitudinal groove and has small granular striations. The scutellum is indistinct and has sparse punctures. The forewing is twice as long as wide and twice as long as the thorax is wide. The forewing has a postmarginal vein that is 2.5 times longer than the stigmal vein. The hind wing is narrow; the greatest width of the wing is approximately equal to the length of the fringe hairs along the posterior margin.

The abdomen is 2.5 times longer than wide. The first tergite is three times wider than long. The second tergite is longer than wide, and its length and width are greater than the length and width of the other abdominal tergites. The base of the first and second tergites have short longitudinal striations; the rest of these two tergites and other tergites are smooth and shiny. The ovipositor is not externally visible. The abdominal segments posterior to the second segment are narrow and arranged as in figure 189.

The body is a glossy black. The scape and the second antennal segment are light brown to dark brown; the remaining antennal segments are black. Coxae are black, femora are dark brown, and tibiae and tarsi are dull yellow.

The male is unknown.
